Ms. Fabiana Melo is a Deputy Division Chief in the Financial Supervision and Regulation Division of MCM. Since joining the IMF in 2009, she has been involved in Basel III/FSB/G20 related policy work, including the Core Principles for Effective Banking Supervision (BCP), regulation of Fintech, and Governance. She has participated in a number of FSAPs, including the Euro Area, the U.S.A, Germany, New Zealand, Philippines, Paraguay, Spain, Italy, Iceland, Austria, and Russia. Fabiana also coordinates technical assistance projects in several countries. Before joining the IMF, Fabiana worked for 17 years at the Banco Central do Brasil, where she was involved in implementation of international prudential standards. Over the years she has been a member of several groups under the Basel Committee, including the Core Principles Liaison Group and the Basel Consultative Group.

David Rozumek


David Rozumek

Mr. David Rozumek is a Senior Financial Sector Expert in Financial Supervision and Regulation Division of the IMF Monetary and Capital Markets Department (MCM). He has participated in a range of missions, including as a mission chief. David specializes on the climate environmental risk agenda, represents the Fund in the Basel Committee on Banking Supervision Task Force on Climate Related Financial Risks, and contributes to the work of the Network of Greening the Financial System. He is an expert in supervision and regulation, with more than 20 years of experience in the area. Until 2017, he was managing the financial system supervision of the Czech National Bank, having in portfolio the supervision of banks, insurers, pension funds, collective investment schemes, and other financial institutions. Since 2011, he has been a Member of the Board of Supervisors of the European Banking Authority (EBA). David was elected twice as a Member of the EBA Management Board and co-chaired for three years the EBA Standing Committee on Regulation and Policy. He was also a Member of the EBA Mediation Panel. Overall, he was deeply involved in international cooperation, including cross-border supervision. David holds a master’s and a Ph.D. degree in economics from Masaryk University of Brno (Czech Republic).

Ms. Katharine Seal works in the Financial Supervision and Regulation Division in MCM. She joined the Fund in 2010 as a Senior Financial Sector Expert. Katharine began her career as a banking supervisor in the Bank of England (then the UK’s Financial Services Authority). Her regulatory experience includes three years working in the banking unit of the European Commission coordinating the transposition of the Basel II agreement into European Union legislation. Katharine’s work is divided between policy topics and technical assistance in banking supervision and regulation as well as over a dozen FSAPs in both advanced and emerging economies, whether as a banking expert or deputy mission chief. She is old enough to have worked on the last revision of the Basel Core Principles as well as the Basel III revisions. Katharine was an observer for the IMF on the Basel Standards and Implementation Group and supported the review of the Basel Regulatory Capital Assessment Programme.

Mr. Nitin Jain joined SARTTAC as Financial Sector Regulation and Supervision Advisor in May 2023, on deputation from Reserve Bank of India (RBI). Over the course of his 17-year career in central banking, he has gained extensive experience in banking regulation and supervision, corporate strategy and governance, and the central bank’s role as banker to banks. He has represented RBI in various national and international fora such as the Bank for International Settlements and Network for Greening the Financial System. He has also worked with the European Central Bank for three years, where he was involved in supervisory policy making and on-site examination of significant institutions. Nitin holds a Ph.D. in Economics from University of Lucknow (India), is a certified Financial Risk Manager, and earned a Post Graduate Award in Financial Regulation and Supervision from the University of Warwick (U.K.). Prior to joining the RBI, he worked as an Assistant Professor at Jaipuria Institute of Management, Lucknow.

Ms. Monika Spudić is a Member of the Secretariat of the Basel Committee on Banking Supervision (BCBS), the primary global standard setter for the prudential regulation of banks. In this role, she primarily supports the work of the Basel Core Principles Task Force and the Financial Technology Group. Prior to joining the BCBS Secretariat, she was a policy advisor at the Australian Prudential Regulation Authority working on both banking regulation and macroprudential policy. Monika holds a Master of Laws from the University of Sydney, Bachelor of Laws, and Bachelor of Business (Finance) from the University of Technology *Sydney).

Mr. Damodaran Krishnamurti is an expert on international standards for banking regulation and supervision, macroprudential policy, stress testing, and crisis preparedness and crisis management frameworks. Since joining the World Bank in 2008, he has led and participated in FSAP, and worked in several countries across all regions, particularly performing diagnostic work regarding their banking sector regulatory and supervisory frameworks, providing technical assistance on the specific areas of his expertise (including risk-based supervision, non-performing loan management, supervisory response frameworks, and climate related financial risks) and supporting the Bank’s lending operations. He has represented the World Bank on several Basel Committee sub-groups since 2011, currently on the Basel Consultative Group. Damodaran has participated in the last two revisions of the Basel Core Principles (2006 and 2012 versions) and in the current revision. Prior to joining the World Bank, he was General Manager in the Governor’s Office of the Reserve Bank of India (RBI). He has extensive experience from more than two decades at the RBI, primarily on banking policy, regulation, and supervision. During his tenure there, he had a lead role in Basel II implementation in India and represented the RBI on several Basel Committee sub-groups and on the Accounting Standards Board of India.

Ms. Valeria Salomao Garcia is a Senior Financial Sector Specialist at the World Bank. With more than 25 years of experience in banking, her areas of expertise include banking supervision, non-performing loan restructuring, risk management, and financial analysis. Since joining the World Bank in 2010, she has been actively participating in FSAP assessments as well as delivering technical assistance worldwide. Prior to joining the World Bank she worked for the Central Bank of Brazil. Ms. Salomao Garcia’s professional experience also includes serving as a Director at Fitch Ratings, acting as a lead analyst for large banks operating in Brazil, and a committee member for banks worldwide. Prior key responsibilities in the private sector also include serving as a risk management senior official at a large private bank in Brazil, leading the credit risk and capital allocation units.
