Biden-Harris Administration Releases Its Second Presidential Budget Without Hyde Amendment; Includes Critical Domestic and Global Family Planning Investments

WASHINGTON — Today, the Biden-Harris administration released its proposed budget for fiscal year 2023. The budget proposal, which Congress can use as a starting point to determine federal funding levels, includes expanded funding for critical domestic and global reproductive health care programs. More specifically, it proposes $400 million for the Title X family planning program, $653 million for international family planning and UNFPA, and an expansion of Department of Health and Human Services funding to reduce new HIV cases, including additional funding to increase access to pre-exposure prophylaxis (PrEP).
Like President Biden’s fiscal year 2022 proposal, it does not include the racist and discriminatory Hyde Amendment. The Hyde Amendment and all abortion coverage bans disproportionately deny abortion access to people of color, LGBTQ+ people, immigrants, and people living in low- and middle-income countries — communities that already face insidious barriers to health care and economic advancement.
It is now incumbent on Congress to follow the president’s vision and pass appropriations bills that meet the crisis moment we are in for sexual and reproductive health care in the U.S. and around the world.

“Make no mistake, we are at a critical moment for access to sexual and reproductive health care. There have been more than 340 bills restricting abortion introduced in 41 states nationwide, the COVID-19 pandemic and multiple humanitarian crises have magnified global inequities, and even basic health care, like birth control and STI testing continues to come under attack both at home and abroad. The president’s budget is an essential opportunity to underscore the administration’s values, and we are pleased that the budget demonstrates a commitment to expanding reproductive freedom. Now it’s Congress’s job to build on that commitment. We need the health care leaders in Congress to support domestic and global sexual and reproductive health and rights priorities with robust investments and necessary policy change. The need is dire.”
Given the many attacks on reproductive health and rights at home and abroad, Congress should act swiftly to pass spending bills that do not include the Hyde Amendment and all other abortion restrictions – including the Helms Amendment and Weldon Amendment, and permanently end the global gag rule — and make significantly increased investments in programs that protect and expand sexual and reproductive health care and rights for all people at home and across the globe.
