If so, apply now for our Underground Storage Tank Specialist which will assist the Underground Storage Tank (UST) Section by providing a critical service to the state of Iowa. This position is primarily responsible for providing oversight of assessment and cleanup at leaking underground storage tank sites as well as working to prevent leaks at operating underground storage tank systems by ensuring all facilities are in compliance with our regulations.

Primary responsibilities for this position will include:

  •  Review Leaking Underground Storage Tank (LUST) risk-based corrective action (RBCA) assessment reports, Site Monitoring Reports (SMRs), Free Product Assessment and Removal Reports, and Corrective Action Design Reports (CADRs) for completeness and compliance with departmental administrative rules. Provide written response to these reports identifying deficiencies, stating acceptance or denial, and stating follow-up action required – and then establishing a schedule for meeting specific goals or other requirements.
  • Work with Responsible Parties, consultants, and funding agency representatives to initiate corrective action in a timely manner and achieve cleanup of contamination to applicable target levels, or alleviate high risk conditions by other means.
  • Identify any leaking tank or contamination incident requiring an evaluation of risk posed to the public and the environment.
  • Review Underground Storage Tank Closure Reports while ensuring the technical requirements have been met. Facilitate written responses to these reports noting acceptance or deficiencies.
  • Prepare recommendations/referral for legal action to require permanent closure if required.
  • Be knowledgeable of the technical and financial requirements for underground storage tanks and assure owners/operators are following these requirements.
  • Review third-party compliance inspection reports to ensure consistency and accuracy in identifying problems, and thoroughness in completing all areas of the inspection; address deficiencies in the third-party compliance inspector’s work or methods; and assure a timely response is made to confirmed and suspected petroleum releases as reported through inspections.
  • Conduct activities to ensure active Underground Storage Tank sites are inspected on a two-year frequency while coordinating with the DNR Field Offices to follow-up on facility deficiencies found during compliance inspections.
  • Track the progress of project submittals (i.e., RBCA evaluations, CADRs, SMRs, Free Product Reports, UST Closure Reports, FR documents, third-party compliance inspections, and etc.).
 Essential Functions
  • Review Leaking Underground Storage Tank (LUST) reports and Underground Storage Tank (UST) reports for completeness and compliance with departmental administrative rules and guidance.
  • Reviews, interprets, and effectively communicates information about federal and state laws, rules, regulations, standards, guidance, and policies.
  • Tracks the progress of project submittals and responds accordingly.
  • Communicates clearly and concisely, orally and in writing, technical information, regulatory requirements, departmental policies, procedures, and guidance with all parties, including legislators, public and private entities, DNR staff and management personnel.
  • Uses PC-based computer systems and software, routinely and effectively, for oral and written communication, and to utilize databases, develop spreadsheets, research reference documents, and analyze data.
  • Analyzes and interprets information and data to reach conclusions and provide recommendations and requirements.
  • Presents information to technical, professional, and public groups across the state.
  • Maintain a broad knowledge base of underground and leaking storage tank programs and policies.
  • Demonstrates initiative, customer service and team orientation, and high standards of ethical conduct.
  • Establishes and maintains effective working relationships with management, DNR staff, stakeholders, and the public.
  • Work independently with consistent results and minimal supervision.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). The State’s total compensation package features an outstanding set of employee benefits that are valued at about 30% of your total compensation.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in natural science;  an equivalent combination of experience and education substituting one year of full-time professional work in an environmental, radiation control, environmental health or food sanitation program for each year (30 semester hours) of the required education.
