Position Purpose

This position was previously classified as a Supervisor IV position prior to the compensation study. The Supervisor position posted is responsible to overseeing the Nash-Davis & Arlington Park Recreation Center.

Essential Functions

  • Develops and implements long range plans, programs and schedules; determines goals and objectives needing emphasis.
  • Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Identifies staff development and training needs and ensures that training is obtained.
  • Recruits, selects, assigns, and motivates the performance of subordinates and works with employees to correct deficiencies.
  • Conducts staff meetings to plan and evaluate program content, techniques, and alleviate problem areas.
  • Recommends recreation specific programming techniques, procedures, materials and equipment; trains and instructs subordinates, volunteers, contract instructors and participants concerning policies, procedures and programs.
  • Develops and maintains cost-effective and revenue generating recreation programs and services that meet the needs of the community and are in compliance with all laws, policies, regulations, goals and safety standards.
  • Assess trends in the community for new programs and services. Evaluates programs and events for effectiveness and participation levels, assists in the development of new programs, and recommends program changes; tracks services provided; monitors results and generates operational/program reports as needed.
  • Compiles statistical data and prepares reports on attendance, facility use and budgeted expenditures; prepares and monitors the center's annual operating budget and ensures the proper maintenance of all program files and records.
  • Plans, designs and coordinates the production of marketing tools such as brochures and fliers; prepares press releases and news articles for local media; prepares agendas and presentations for Executive Team and Park Board meetings.
  • Pursues additional resources for programs through grant applications, solicitation of donations and other alternative funding processes.
  • Develops a needs list for volunteers and other support groups.
  • Coordinates safety inspections and maintenance of facilities and grounds.
  • Implements revenue generating initiatives.
  • Responds to citizen complaints and requests for information relative to District recreation programs and services and related policies, procedures, schedules and fees and independently resolves customer complaints and issues.
  • Determine use of contractors and manage contract administration.

Minimum Qualifications

  • Ability to plan, assign, train, direct and evaluate administrative, technical/trade or professional employees.
  • Ability to maintain accurate financial and personnel records.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
  • Knowledge of City policies and procedures. City policies, rules and regulations governing the conduct and safety of persons using municipal recreation facilities, programs and equipment.
  • Knowledge of human relations and supervision necessary to function as a first or second level supervisor.
  • Effective verbal and written communication skills.
  • Knowledge of department and organization Safety rules and precautions/occupational hazards.
  • Principles, practices, philosophy and objectives of public recreation programs and services
  • Principles of effective program planning, development, administration and evaluation
  • Principles and practices of effective supervision, training and performance management
  • Effective and appropriate public relations and telephone techniques
  • Principles and practices of marketing, advertising, promotions and customer service
  • Research and data organization and analysis methods
  • Budget management and fiscal control method
  • Bachelor’s Degree in Recreation, Social Sciences, Business or Public Administration, or related field or five years’ experience in recreation programs.
  • Works cooperatively with other recreation supervisors to plan and integrate complete recreation program.
  • Meets with external organizations and community groups to explain and promote District recreation programs and services; and facilitates discussion to coordinate and cooperate with school officials and community groups relative to program offerings and coordination of services.
  • Ensures the safety, security, cleanliness and order of recreation facilities; assesses problems and implements appropriate solutions
  • Participate and serve as chairperson on city-wide committees.
  • Ensure full implementation and maintenance of the Class registration system.
  • Implement department operating policies and procedures and monitor for compliance.

Supplemental Information

  • Work is performed indoors and outdoors at City Recreation facilities and venues.
  • Required to perform moderate physical work and lift/carry up to 50lbs.
  • Occasional exposure to hostile program participants.
  • May require long periods of standing or walking.
