Position Purpose

This class assists the Recreation Center Manager (Supervisor III/Supervisor IV) in coordinating, planning, administrating, supervising and conducting recreational and cultural programs at a comprehensive community recreation center.

Essential Functions

Assists supervisor in reviewing and preparing recommendations for new recreation center programs and recreation program policies for the department; coordinates the implementation of approved community center programs.
• Coordinates, implements, and directs a variety of recreation activities including, but not limited to: Teen programs, day camps, summer camps, senior activities, after school, cultural events, special events, adult sports, youth sports, special interest classes, and facility rentals.
• Evaluates programs and events for effectiveness and participation levels, assist in the development of new programs, and recommend program changes; track services provided, monitor results and generate operational/program reports as needed.
• Provides input for the preparation of the center’s annual budget; recommends budgets for specialized recreation programs; prepares grant proposals as assigned.
• Assures Recreation Center activities meet community needs, and are in compliance with all laws, policies, regulations, goals and safety standards.
• Assists in the preparation of marketing tools such as brochures and fliers; prepares press releases and news articles for local papers; prepares agendas and presentations for Executive Team and Park Board meetings.
• Purchases and maintains program supplies and equipment according to the DPARD Purchasing and Procurement policy and procedures.
• Oversees the recruitment and daily supervision of all contract fee instructors, service providers, vendors and volunteers.
• Evaluates the success of assigned program area on a regular basis and makes necessary changes and adjustments to enhance program effectiveness.
• Monitors registration of participants and promotes program participation.
• Conducts inspection of facilities and equipment.
• Develops and maintains cost-effective and revenue generating recreation programs and services that meet the needs of the community.
• Ensures full implementation and maintenance of the Rec Trac registration system.
• Maintains the safety, security, cleanliness and order of recreation facilities; assesses problems and assists supervisor in implementation of appropriate solutions.
• Participates and may serve as a chairperson on city-wide committees. Division/Department:

Minimum Qualifications

City policies, rules and regulations governing the conduct and safety of persons using municipal recreation
facilities, programs and equipment.
• Knowledge of human relations and supervision necessary to function as a first or second level supervisor.
• Maintaining Financial and Personnel Records.
• Effective verbal and written communication.
• Safety rules and precautions/occupational hazards.
• Ability to plan, assign, train, direct and evaluate administrative, technical/trade or professional employees.
• Ability to maintain accurate financial and personnel records.
• Ability to establish and maintain an effective working relationship with all levels of management, city officials,
vendors, other government agencies, other employees and the general public.
• Principles, practices, philosophy and objectives of public recreation programs and services.
• Principles of effective program planning, development, administration and evaluation.
• Effective and appropriate public contact and telephone techniques.
• Principles and practices of marketing, advertising, promotions and customer service.
• Modern office practices and procedures.
• Personal computer operation and software applications.
• Ability to interpret and explain department and program policies, rules and procedures.

Bachelor’s Degree in Recreation, Social Sciences, Business or Public Administration, or related field or five years’
experience in recreation programs.

Supplemental Information

• Work is performed indoors and outdoors at City Recreation facilities and venues.
• Required to perform moderate physical work and lift/carry up to 50lbs.
• Occasional exposure to hostile program participants.
• May require long periods of standing or walking.
