Council and Mayor Advocate to Congress for Equality for DC

You have likely heard about the stimulus bill that was passed by the Senate yesterday and is scheduled to be voted on by the House tomorrow (Friday). As the final bill began to take shape, it became clear that DC was getting shortchanged. In one funding formula, DC is considered a territory, instead of a state, meaning we’ll miss out on about $750 million in federal funds for our response to coronavirus. The Council and Mayor came together quickly last night to object to this provision and demand that it be fixed. While it appears likely the flawed bill will likely pass, there may be additional opportunities to fix this in future federal coronavirus legislation.

DC to Close All Nonessential Businesses

Yesterday, to mitigate the spread of the coronavirus (COVID-19), Mayor Muriel Bowser issued Mayor’s Order 2020-053: Closure of Non-Essential Businesses and Prohibition on Large Gatherings During Public Health Emergency for the 2019 Novel Coronavirus (COVID-19). This Mayor’s Order requires temporary closure of the on-site operation of all non-essential businesses and prohibits gatherings of 10 or more people.

The intent of the Order is to temporarily cease all non-essential business activities, including tour guides and touring services; gyms, health clubs, spas, and massage establishments; theaters, auditoriums, and other places of large gatherings; nightclubs; hair, nail, and tanning salons and barbershops; tattoo parlors; sales not involved in essential services; retail clothing stores; and professional services not devoted to assisting essential business operations.

The Order goes into effect on March 25, 2020, at 10 pm, through April 24, 2020.

DDOT Establishes Temporary Permit for Restaurant Pick Up Drop Off Zones

The District Department of Transportation (DDOT) will offer a temporary permit for Restaurant Pick Up Drop-Off (PUDO) Zones to allow residents and commercial drivers easy access to restaurants and eateries that are still offering delivery or carry out service during Mayor Bowser’s declared public health emergency.

DDOT has proactively installed signage at 20 locations across the District designating temporary Restaurant PUDO Zones. A full map of locations is available here and on coronavirus.dc.gov. These temporary Restaurant PUDO Zones will be in effect through the end of the declared public health emergency.

Business Improvement Districts (BIDs), Advisory Neighborhood Commissions (ANC) and Main Street Organizations that are interested in submitting applications on behalf of the restaurants in their community can request a permit for a temporary Restaurant PUDO Zone. These permits are issued to BID, ANC, or Main Street and are intended to serve all restaurants along a block. DDOT has waived the fees for these permits. The requests for the free permits may be submitted via DDOT’s Transportation Online Permitting System (TOPS).
