GENERAL STATEMENT OF DUTIES:

Performs complex technical and administrative work leading the coordination, planning, and implementation of activities to support the City’s Stormwater Management Program; does related work as required. Work is performed under general supervision from the Public Works Director. Supervision is exercised over division staff who support the Stormwater Management Program. Work will require effective coordination with peers in other City Departments.

ESSENTIAL JOB FUNCTIONS:
 Supports the Public Works Director to achieve and maintain compliance with the City’s National Pollutant Discharge Elimination System (NPDES) Phase 2 Stormwater permit (including Public Education and Outreach, Public Involvement and Participation, Illicit Discharge Detection and Elimination, Construction Site Runoff Controls, Post-Construction Site Runoff Controls, and Pollution Prevention and Good Housekeeping for Municipal Operations);
 Implements City and department goals and objectives assigned by the Director
 Prepares detailed technical and administrative special projects and reports;
 Monitors expenditures authorized in the annual budget and reports findings to the Director;
 Supervises special construction projects per assignment including reading and interpretation of construction plans and specifications;
 Conducts construction plan reviews and stormwater regulation compliance reviews;
 Inspects stormwater facilities and BMPs, installations, systems, and new construction for compliance with applicable stormwater regulations as well as approved construction plans and specifications;
 Responds to and resolves citizen inquiries and complaints concerning Stormwater issues;
 Provides staff assistance to the Director; serves on committees as required;
 Performs related tasks as required.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:
This position involves light work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Sufficient visual acuity is required to visually inspect items in low-light conditions and to determine if defects are present, to prepare and analyze data and figures, to use a computer, to use measuring devices, and to do extensive reading. An employee in this position will be exposed to indoor and outdoor environmental conditions including extreme heat and cold; subject to fumes, odors, dusts, mists, gases, or poor ventilation; and will be required to wear protective gear when in the field.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and practices of municipal stormwater management; general knowledge of municipal public utility administration and planning; ability to direct and evaluate studies relating to methods to improve operations and efficiency; ability to plan departmental activities; ability to prepare and justify annual budget estimates and periodic reports of expenditures; ability to establish and maintain effective relationships with City Officials, employees and the public. Working knowledge of Microsoft Office programs (including Word, Excel, Outlook, Edge, and PowerPoint), Adobe Acrobat, Google Earth, and ESRI GIS and AutoCAD. Ability to effectively use a cellphone and to use and maintain an email account (Outlook). Creative ability to see problems and issues needing attention, then to formulate solutions for review by supervisors. Ability to read, interpret, review construction documents including plans, drawings, specifications, contracts, develop RFQ’s and coordinate solicitation.

EDUCATION AND EXPERIENCE: Desirable to have a Bachelor's Degree in the natural or environmental sciences, engineering or a related field from an accredited college or university. Desirable to have had three (3) more years’ experience in an Administrative/Management position in state, municipal or county government. Must have experience in stormwater management or environmental services; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: Possession of, or ability to obtain Stormwater BMP Inspection & Maintenance Certification and Stormwater BMP Plan Reviewer Certification issued by the of North Carolina State University/NCDEQ. Possession of a valid N.C. driver's license. A requirement of this position, to carry a cell phone and to comply with all departmental policies including those concerning cell phone and internet use.

This position is “exempt” and is not eligible for overtime pay.
