Syracuse, N.Y. -- The chief fiscal officer for Onondaga County told lawmakers Tuesday to expect to see more spending initiatives like the county executive’s $5.5 million plan to send $200 checks to senior citizens. County officials are trying to spend down a mountain of cash.

In the wake of a pandemic that brought fears of fiscal calamity, Onondaga County, like the city of Syracuse, has instead emerged stronger.
