A decision by New York’s top court to reject new legislative districts for Congress has turned the race in Central New York upside down, adding new uncertainty to a primary election that had been only two months away.

The New York Court of Appeals ruled in a 4-3 decision on Wednesday that maps drawn by the Democratic-controlled state Legislature violated the state’s constitutional ban on partisan gerrymandering.
