Syracuse, N.Y. -- Kathleen Rose and her two teens have lived in the same Clay townhouse for five years. Last week, she was packing it all up.

Her kids have thrived in the school district, their home is safe and quiet. But the move is not Rose’s choice; her family is being evicted.
