Syracuse, N.Y. -- Extended unemployment benefits have ended, but businesses are still reporting record hiring struggles.

So where are the workers? In New York, more of them have become their own bosses, said Russell Weaver, an economist at Cornell University’s ILR Co-Lab in Buffalo.

He looked at data before and during the pandemic, and found that record numbers of low- and middle-income workers switched to self-employment.
