We are concerned that the effort of proving conformance would overshadow the effort of conformant development. Will you provide guidance for large organizations for testing and showing results?

A valid and commonly voiced concern, and something that I personally also want to avoid! While we work through the process of creating a conformance model and way of putting together a conformance claim, it will continue to start off more complicated than we want. As we work through arriving at a more solid conformance model and conformance claim process, we can then start refining and simplifying them.
Additionally, we do also plan to have supporting documentation to help organizations of different shapes and sizes, including specifically for larger or more complex organizations for how they can do these things at scale.
