Description

A task force on Small Program Issues was formed in 2016 by the Institute for Credentialing Excellence (ICE) Research and Development (R&D) Committee to identify and (begin to) address issues faced by credentialing programs with small numbers of examinees. The initial efforts of the task force were documented in a Part 1 report published by ICE in early 2019. Part 1 of the Small Program Issues study was intended to identify major issues through interviews with individuals working with small-volume programs, as well as various sources of survey data, including informal surveys at the 2016 and 2017 ICE R&D Summit and a survey conducted by the Association of Test Publishers (ATP) sub-committee on low-volume assessments.

This report will summarize "Part 2" of the Small Program Issues study, which is intended to discuss and provide suggestions for methods that could be used to address some of the specific challenges small programs face.

The focus of Part 2 is to identify alternative practices for small-volume programs when the typical practices may not be feasible due to low numbers of examinees. Each alternative is described along with the potential risks, including the potential for non-compliance with the NCCA Standards for the Accreditation of Certification Programs © 2016. With that in mind, each section of this report will address:

• A review of the issue, including a discussion of relevant NCCA Standards, and
• Methods for addressing the issue, including alternatives to typical practice, that small programs may wish to consider.
