China's Xi lays out government 'reform' plan at party plenum

BEIJING -- The Central Committee of China's Communist Party concluded a three-day plenary session Tuesday, at which President Xi Jinping explained a draft plan for "reform" of the party and government institutions.

A party communique issued after the second plenum stressed the "importance and urgency" of reform, but did not provide details about the proposal itself.
