ASSISTANT SOLICITOR GENERAL – OFFICE OF SOLICITOR GENERAL

**Position Overview**:

As an Assistant Solicitor General, you’ll play a key role in representing Arkansas in appellate litigation, shaping the future of our state’s jurisprudence. You’ll work alongside some of the brightest legal minds in the state and across the nation, tackling complex cases that matter to our citizens, our state and the nation’s future. 

**Key Responsibilities**

  1. Represent Arkansas in appellate courts, including the Arkansas Supreme Court, Federal Appellate Courts and potentially the U.S. Supreme Court. Immediate opportunity to argue in the Eighth Circuit and the Arkansas Supreme Court. 
  2. Research, draft, and present persuasive appellate briefs and oral arguments.
  3. Collaborate with the Solicitor General and other Assistant Solicitors General to determine strategic approaches to cases.
  4. Advise and consult with other Attorney General Office divisions on appellate issues, including strategic and critical litigation at the trial level.
  5. Stay updated on significant legal developments and provide insight to the Solicitor General and Attorney General Tim Griffin on potential implications for the U.S. and Arkansas.
  6. Participate in moot courts and provide feedback to colleagues preparing for oral arguments.

**Qualifications**:

  1. Juris Doctorate from an accredited law school.
  2. License to practice law in Arkansas or ability to obtain a license quickly.
  3. Proven experience in appellate litigation; clerkship experience is a plus.
  4. Elite writing, research, and oral advocacy skills.
  5. Exceptional academic record: Attendance at a top-ranked law school and experience from a federal clerkship, national law firm, or public interest is strongly favored. 
  6. Strong analytical and critical thinking abilities.
  7. Ability to work collaboratively in a team-oriented environment.

ASSISTANT ATTORNEY GENERAL – STATE AGENCY DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an experienced attorney to serve as an Assistant Attorney General in the State Agencies Division. 

Candidates must be licensed to practice law in Arkansas and should have significant experience with the Administrative Procedures Act and Freedom of Information Act. Knowledge of legal principles and practices relevant to administrative hearings, licensing, statutory interpretation, and agency rules is preferred. 

The attorney hired for this position will provide legal representation to the State of Arkansas’s agencies, boards, and commissions through their administrative processes and agency matters. Additional duties include providing director and agency attorneys education related to rule promulgation, Administrative Procedures Act, Freedom of Information Act, and employment law.

This position requires daily in-office presence and the ability to travel in and out of state overnight occasionally.  The applicant must be self-motivated to work collaboratively in a professional environment, exercise sound judgment, and communicate effectively. Assistant Attorneys General work under the supervision of Senior and Deputy Attorneys General.

ASSISTANT ATTORNEY GENERAL – CRIMINAL DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an attorney to serve as an Assistant Attorney General in the Criminal Division.  Come and be a part of a dynamic team that passionately works to see that justice is served in the final criminal review process.  This position offers research, writing, litigation, and oral advocacy opportunities.

Responsibilities include: preparation of responses to habeas corpus petitions in the United States District Courts and state courts; writing appellate briefs for the Arkansas appellate courts, and the Eighth Circuit Court of Appeals; conducting evidentiary hearings in the federal district courts and state courts; and presenting oral arguments to the Arkansas appellate courts and the Eighth Circuit Court of Appeals.  The position involves death penalty litigation.  Litigation experience and criminal law experience are preferred.  Salary will depend upon qualifications and experience. 

ASSISTANT ATTORNEY GENERAL – PUBLIC PROTECTION DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an experienced attorney to serve as an Assistant Attorney General in the Public Protection Division. 

Candidates must be licensed to practice law in Arkansas and should have significant motion practice, discovery, and deposition experience. Plaintiff’s class action work, antitrust, data privacy, knowledge of legal principles and practices relevant to the Arkansas Deceptive Trade Practices Act, or other consumer protection statutes and regulations, and/or complex civil litigation experience are preferred.  Assistant Attorneys General in the Consumer Protection Division carry a significant caseload. Successful applicants must be effective managers of their time and able to prioritize and delegate tasks. 

The attorney hired for this position will provide legal representation to the State of Arkansas in matters involving deceptive business practices, data privacy, antitrust, and matters affecting the interests of consumers. Additional duties include providing consumer education to the public, working with other state agencies, drafting legislation, and engaging with businesses and industry to maintain high standards of honesty and fair business practices in the advertisement and sale of consumer goods and services.  

This position requires daily in-office presence and the ability to travel in and out of state overnight occasionally.  The applicant must be self-motivated to work collaboratively in a professional environment, exercise sound judgment, and communicate effectively.  Assistant Attorneys General work under the supervision of Senior and Deputy Attorneys General.

Minimum of a high school diploma or equivalency and graduation from an accredited four year college or university and Juris Doctorate.  Licensed to practice law in the State of Arkansas.

Prefer at least 3-5 years experience in related field.

NURSE ANALYST – MEDICAID FRAUD CONTROL UNIT

The Nurse Analyst works as part of a dynamic team with attorneys and investigators to evaluate medical records in fast moving cases involving abuse, neglect, and exploitation of residents in health care facilities.  The analyst may also work with prosecutors of the Medicaid Fraud Control Unit (MFCU) on nursing-related issues.

Primary Job Duties

Review and evaluate allegations of abuse and/or neglect of residents in health care facilities and the circumstances surrounding the events to determine if further investigation is warranted.

  • Request, review, and analyze complex medical documentation as related to the provisions of care delivered by health care providers in all health care settings.  Evaluate the implementation of the standards of care. 
  • Serve as a resource for the MFCU staff by explaining medical terminology, medical procedures, expected standards of care, and differing responsibilities of health care providers. Provide information regarding the implementation of the provisions of care/standards of practice in health care settings. Provide detailed written and oral reports. Assist investigators and prosecutors as a medical resource.
  • Assist attorneys in case preparation.
  • Prepare and perform outreach presentations for other state and law enforcement agencies, long-term care staff, and the public regarding the mission of the MFCU to increase awareness and potential referrals of abuse, neglect, exploitation, and fraud cases.
  • Work closely with the other state agencies to coordinate investigations, generate referrals, and to establish relationships to promote the mission of the MFCU.

Additional duties and responsibilities may be added at the discretion of the supervisor and/or Deputy Attorney General.

Job Requirements – Education and Experience

Minimum requirements:

Graduate of Registered Nurse program from an accredited school of professional nursing.

Must possess a current Arkansas license issued by the Arkansas Board of Nursing to practice as a registered nurse and must be in good standing.

At least two (2) years’ experience as Director of Nursing in a long-term care facility; minimum of five (5) years’ experience as a Registered Nurse. Excellent interpersonal skills.

Knowledge, Skills, and Abilities

Ability to work independently and exercise good judgment.  Must be resourceful, enthusiastic, and able to demonstrate initiative.  Must possess strong communication skills, both oral and written.  Must be detail-oriented, work well under pressure and possess the ability to multi-task.

Experience in the following areas is preferred:  

Experience in a variety of patient/resident care settings (long term care, assisted living, home health, hospice, hospital, group homes, e.g.).

Knowledge of state and federal rules and regulations related to health care and health care facilities, particularly in the Medicaid program.

Experience in nursing administration: Director of Nurses, Nursing Administrator, Nurse Supervisor, Charge Nurse, Risk Manager, Quality Assurance Manager, e.g.

Experience as a legal nurse consultant. Certified professional coder.

PARALEGAL – MEDICAID FRAUD DIVISION

The Office of the Attorney General is seeking to hire an experienced paralegal to join the dynamic team in the Medicaid Fraud Division. The Medicaid Fraud Division is a unique team in that it can prosecute both criminal and civil cases, including Medicaid fraud and false claims, as well as abuse, neglect, and exploitation of vulnerable persons. The ideal candidate should have a minimum of an associate degree with training in paralegal studies. INVESTIGATOR – PUBLIC PROTECTION DIVISION

The Office of the Attorney General is seeking to hire a qualified applicant to serve as an Investigator in the Public Protection Division. Assists consumers with a variety of inquiries/complaints and evaluates complaints if violations of consumer protection laws are involved or whether action is necessary.  Mediates with businesses on behalf of consumers to achieve equitable resolutions of consumer-business problems.  Refers any non-jurisdictional matters to appropriate agencies.  Assists business in bringing their practices into compliance with state consumer protection laws.  Presents consumer education and information during speeches and outreach programs.  Investigates cases involving alleged violations of consumer protection laws.  Assists in litigation preparation, including but not limited to preparing and organizing case files for review by the assigned attorney.  Educates consumers about consumer-related issues and how to protect themselves against scammers and identity theft.  Assists in the production of documents in response to requests made under the Freedom of Information Act (FOIA).

Knowledge of investigative methods, techniques and procedures.  Knowledge of Arkansas Consumer Protection statutes. Ability to interpret and apply statutes, administrative rules and other authorities. Skill in applying investigation methods, techniques and procedures to develop evidence and compile information from records, personal interviews and inspections.  Ability to prioritize, organize, interpret and present complex information.  Computer skills, including but not limited to, use of Microsoft Office Suite, and other databases.  The ability to handle aggressive, critical, or hostile people via the telephone or in person.  Ability to make informative and entertaining presentations to the general public on behalf of the office. The Public Protection Division does not conduct criminal investigations. 

TRANSCRIPTIONIST | LEGAL SUPPORT ASSISTANT – MEDICAID DIVISION

The Attorney General of Arkansas Tim Griffin is seeking to hire a Transcriptionist / Legal Support Assistant to serve as a Transcriptionist / Legal Assistant in the Medicaid Division.  This position requires excellent transcription skills.  Responsibilities include transcribing all statements taken by the unit investigators.

The Transcriptionist / Legal Support Assistant may also be required to organize medical records for the investigators, answer the phone and perform other common clerical duties. Candidates must have a high school diploma or the equivalent. Excellent clerical skills including typing, data entry, and organizational skills.  Familiar with the Microsoft Office Suite. Ability to learn and use new databases and case management systems. Must have Transcriptionist experience. Salary will depend upon qualifications and experience.
