Part Two of the New 2023 ILTA Safety Survey to Launch in February
ILTA is excited to be moving forward with a newly improved safety survey and awards program.
A working group made up of a subset of our Health and Safety Committee, led by Chair Shannon Caldwell of Zenith Energy, has been reviewing and remodeling the program since March 2022. The working group has delivered a product focused on leading indicators to complement the reliance on lagging indicators such as the total recordable incident rate (TRIR).

Ammonia Industry Expansion at Port of Rotterdam Signals Growing Demand for Global Ammonia Storage
Led by the Port of Rotterdam Authority, a pre-feasibility study on the establishment of a large-scale ammonia cracker at the port is expected to release its first results soon. The initiative, a joint effort between eighteen companies including Shell, BP, and ExxonMobil, aims to evaluate the cracking facility’s potential to convert imported ammonia into one million tons of hydrogen per year. If the findings are positive, the establishment of this facility would help meet Europe’s decarbonization and climate objectives, while driving demand for increased ammonia storage.

DOD Releases Revised Milspec on Fluorine-Free Foams While EPA Proposes PFAS NECI
The DOD released its revised military specifications (milspec) for the purchase and use of PFAS-free firefighting foam as required by Congress. Although the military has yet to approve any alternative foams that could be applied to petroleum or non-petroleum liquid terminals, the milspec underscores the DOD’s goal of identifying commercially available fluorine-free foams (F3) that have equivalent firefighting performance of AFFF. The milspec lists the chemical composition and characteristics for suitable non-PFAS alternatives as well as the standards to be used for testing compliant products.
EPA Proposes PFAS NECI
The EPA released its National Enforcement and Compliance Initiatives (NECI) for FY 2024-2027, proposing a PFAS-specific initiative, focused on implementing EPA’s PFAS Strategic Roadmap. The PFAS initiative would focus on identifying the extent of PFAS exposures that pose health and environmental threats as well as pursuing the responsible parties, including federal facilities and PFAS manufacturers. The EPA will develop a CERCLA enforcement discretion and contribution protection settlement policy regarding PFAS contamination but does not intend to pursue entities where equitable factors do not support assigning CERCLA responsibility.

FAA Alerts Airports on Changes to Firefighting Foams
The FAA alerted commercial airports of upcoming changes for firefighting foams at Certified Part 139 airports. Although airports are currently not required by the FAA to transition to F3 and are authorized to continue using AFFF, the FAA will accept airport’s use of F3 after the foam passes the new milspec on PFAS-free firefighting foams and are added to the Navy’s Qualified Products List (QPL) and Qualified Products Database (QPD). Further updates to the FAA guidance on firefighting foams will be available within six months, and will be listed on the Certified F3 Products Qualified Products Database once they are certified.
